The Constitution of India has granted freedom of speech to all its citizens. Ironically, the right has apparently been denied to the ministers of the state. As the instructions and the main points of the speech were already provided to the ministers well in advance, they had nothing much to prepare, except read out the text given to them by the government.
The speeches by the ministers mainly covered the achievements of Narendra Modi government in last 10 years. All ministers also spoke about the government's plan of celebrating 150th birth anniversary of Swami Vivekananda during the year. Other points were CM's Sadbhavana fast in all the districts, Panchshakti (which includes Janshakti, Jalshakti, Urjashakti, Rakshashakti and Gyanshakti-the five foundation stones of Gujarat's success story) and development of the state.
One of the ministers, on the condition of anonymity, said, "Apart from all these, achievements in various sectors like education, agriculture, energy and petrochemicals, industries, health, uplift of the socially and economically backward classes were covered in the speeches."
He further said, "We had to add some paragraphs about the local place's importance -that particular place or region's contribution to the history, or the present of the state. District collectors had provided information about issues that were important at local level."
However he admitted that not all the ministers in the cabinet are good orators, and hence needed to rely on facts, data or ready-made speech.
